A horse that is safe enough for someone who refuses to learn how to do it right by getting lessons or tips? In other words, someone who hasn't got a clue? :p

It means that it is a safe horse for a non-rider or an occasional rider. Basically, a nice quiet horse.

BUT- you know that what they say and what the truth is isn't always one in the same.
