Bella would love that. A rosette without having to work for it.

Makes me kind of nostalgic, we didn’t have the rosettes, but did have the ribbon brow bands. Ponies usually had coloured ribbons, cobs brass clencher type, horses plain or maybe stitched leather.

I think they are fairly common in the UK for certain classes. Locally , we have a British woman who recently emigrated, and she uses them on her horses for hack/pleasure classes. I love it.

Historically you use them on Carriage and Draft horses.

Australian, Uk and NZ use them in our shows, mainly like our "A&P" shows, flatwork classes.

Pony, hack, park hack, pleasure horse classes will classically use them, as will most english breed inhand classes.

Agricultural and Pastoral Show, it's a NZ thing haha. Usually either regional or towns will have their own, but they're all held under the same rules from the RAS (Royal Agricultural Society).
Often will have cattle, sheep, goat, herding dogs, horse classes and many others. Guess it's probably similar to your county fairs? Though I know little as to what goes on at those though.
