There are ones made for children under three years old. They are big enough to not be swallowed.
A ball, my go to toy for small children.
Also I wouldn't be a kiwi if I didn't say Buzzy Bee but I think one would be hard to find where you are.
My kids adored The Wiggles. The videos are bright and colourful and kids love the music.

No my sister and i will never allow that. Sorry it's too much, just too much.
A Buzzy Bee is a wooden pull along toy shaped as a bee in NZ, it makes a noise and the wings turn.
I know what your talking about. I had one only it was a duck that quacked.
There are Duplo legos designed for little kids.
Even something as simple as this "My First Race Car"
Make a fleece blanket. I've made two for my niece and nephew. Blankets are timeless and you can pick out fabric that matches their personality or interests. I made both in this photo. The grey and yellow flowery one and the trucks. They are super easy and cheap!
I forgot they made giant legos. Will have to look into that.
He got a fleece blanket for x-mas and someone every year gives them out.
